Description: Instead of merely checking that FILE has a FILEDATES property, I think LOAD? should check that the latest version of FILE, (FULLNAME FILE), is actually listed in the FILEDATES property for FILE.'
     E.g., suppose I run the same system involving 2 dozen files on two different machines (Dolphin in the day & Dorado at night).  When I switch machines, I should be able to map down my list of files LOAD?ing only those that have changed since the last time I was at that particular machine.
