Description: Test and release Ron Kaplan''s new hash array package.  Major change': new interface.  The function HASHARRAY provides a superset of the functionality of HARRAY.  (A "dummy" HASHARRAY is defined in MACHINEINDEPENDENT for compatibility.)  Necessitated a change to HASHOVERFLOW in MACHINEINDEPENDENT (see AR ????).
