When \TEXTPEEKBIN gets called from \PEEKBIN with NOERRORFLG=T, it turns out that the \TEXTPEEKBIN then calls \PEEKBIN again (presumably on the stream for a particular piece), and this \PEEKBIN is passed a NOERRORFLG of NIL.  It then calls \TEXTPEEKBIN again (why?), which results in an end-of-file error if at the end of the file instead of causing NIl to be returned from the first \PEEKBIN.  Seems like the NOERRORFLG should be passed along from call to call.'
