Subject: TCP/IP Support in InstallLispTool.

Description: It would be advantageous to have host machines running TCP/IP to be able to install Lisp.Sysout.  Since TCP/IP implementation is in plan for Star 8010 workstations, it would be nice to transport that over when that is done.
