As you say in AR 1425 (remove DWIMIFYENGLISH from system), all of the CLISP english stuff is no longer supported.  Howver, I notice that NEWISWORD is still in the loadup, along with supporting functions (like NEWISWORD1).  These should get carefully torn out sometime.
