Disposition: This was a problem with WHENCLOSE in general, and not with WHEREIS.HASH in particular. The WHENCLOSE mechanism has been reworked to be "built in" rather than an addon.'

There is a whenclose function on the file WHEREIS.HASH that flushes the corresponding hashfile datatype.  This appears to be not getting called when restarting the sysout if the file can''t be reopened (as just happened with phylum being down.)'
