Subject: Want way to intercept tty window creation

Lisp Version: 9-May-84 09':41':34

Description: '
In a world where tty windows are created automatically, one might want to be able to find out who is responsible for creating the unintended ones, including the ones that never open tty windows--these you never notice, but they have an impact on performance. I find it useful on a Dorado to do (LLBREAK ''\CREATE.TTYDISPLAYSTREAM), but this is not a very attractive user interface, and an even worse one on a Dandelion.
