GETPROMPTWINDOW creates an attached prompt window if one doesn''t already exist.  There should be a flag to this fn or another fn that will retrieve the prompt window if it exists and return NIL otherwise.  Often one wants just to retrieve any existing attached prompt window.'
Yes, I know about (WINDOWPROP Window ''PROMPTWINDOW) but a functional interface would make things more consistent.'
