Remark: September 13, 1984 9:59:48 am PDT: bad bug in InsertTermSeqSetInSet, forgot to increment the membership count, which caused client code to think some sets were empty.
-- RTE: November 1, 1984 5:02:22 pm PST: was not setting the set.ref.frozen when placing in hash table. Not sure if this was a problem.
