Abstract: The purpose of this document is to specify a set of design rules for CMOS VLSI circuits which can be used by designers of Dragon (and other) chips to assure that they can be fabricated by multiple facilities.

1. Introduction
On March 13, 1987, in a meeting of members of the Dragon project, it was decided to discontinue further work on this document. The Dragon EU and IFU are permitted to follow the design rules of Revision C of this document. All other Dragon chips are required to follow the latest version of the VTI design rules [6]; i.e., they are required to track all changes to VTI's design rules as they occur.
Designers following the VTI rules are referred to Dragon CMOS Advisory Comments [11], a document which suggests other things the designer can do to make a chip more desirable in some way. The advisory comments are similar to design rules, but designers are not required to follow them.

Revision A: October 11, 1985
Updates to reflect use of VTI's new rules [6]
Revision B: (never formally released) ~ December 12, 1985
Minimum via size reduced to 2 x 2 lambda.
Larger surrounds for non-minimum-size cuts and vias.
